Take ownership of the file's parent folder, and make sure CREATOR OWNER has
full control.

Note: In Windows 8, the Advanced permissions box and the Non-advanced are out
of synch. Use the non-advanced box to set full control for CREATOR OWNER.

Then take ownership of the file, and you should be allowed to delete/rename
it.
