If the last command to a drive was

hdparm -Y /dev/<vantec-usb-ata-bridge>

and the plug was pulled before the command returned, the USB dongle will
act hung next time it's plugged in with the same drive. try a few times and
wait a while after plugging it in; it'll eventually wake up.
