Uninstall zonealarm. Zonealarm may cause the following symptoms by being installed: 
  
- Ping transmit failed, error code 65 when pinging any address
- Outlook express fails to transmit/receive mail
- Internet Explorer still works
- ZoneAlarm icon has mysteriously disappeared from the system tray
